Measurement Fundamentals Explained
This is the first online open unit from NPL's 'Measurement Explained' series. This unit introduces Metrology, the science of measurement, along with some basic metrology concepts. It covers topics such as 'accuracy', 'precision', 'calibration', 'traceability', but also outlines the International System of Units and the realization of the SI Base Units.
Measurement Uncertainty Explained
This is the second online open unit from NPL's 'Measurement Explained' series. It introduces the basics of measurement uncertainty, along with some underpinning concepts such as 'error', 'standard deviation' and 'probability distributions'. Additionally, this unit gives an overall perspective on its importance to measurement practice and explores the eight main steps to evaluating uncertainty.

This open scientific meeting is sponsored by the U.S. National Committee (USNC) of the International Union of Radio Science (URSI). The USNC-URSI is appointed by the National Academies of Sciences, Engineering and Medicine, and represents U.S. radio scientists in URSI. Through technical co-sponsorship of the meeting by the IEEE Antennas and Propagation Society, authors will have their choice of submitting one-page abstracts that are not archived on IEEE Xplore, or two-page summaries that are archived on IEEE Xplore. At least one author is required to register for each presented abstract or summary. Papers must be presented for their corresponding summaries to be archived on IEEE Xplore. Abstracts or summaries on any topic in the interest area of a Commission are welcome. Contact the USNC-URSI Commission Chairs listed below or visit the meeting website for further information.

Please note that the meeting this year takes place on Thursday-Sunday. (In the recent past it has been Wednesday-Saturday.) Sunday will be used for technical presentations only if needed to accommodate the number of accepted papers.

Balance and Scale Calibration and Uncertainties, plus User Uncertainties, Gaithersburg, Maryland
This NIST Seminar will cover the calibration and use of analytical weighing instruments (balances and laboratory/bench-top scales), including sources of weighing errors in analytical environments, methodologies for quantifying the errors, and computation of balance calibration uncertainty and global (user) uncertainty. Attention will be given to error sources, selection of reference standards, and various calibration procedures used in the weighing industry. Approximately 50 percent of the time will be spent doing hands-on exercises, calibrating a variety of balances, accumulating data, and developing uncertainty budgets. The focus will then move to the use of balances in an analytical environment and regulatory environment where compliance with pharmaceutical (FDA/ USP) and international requirements will be discussed and practiced. Methodologies for process measurement assurance techniques in analytical weighing will also be covered. Participants will leave with a working skill-set of balance calibration methods, uncertainty estimation, measurement assurance concepts & minimum sample quantity computations that can be applied directly to their calibration and/or use of weighing instruments. This NIST Seminar is designed for beginner to advanced users of balances, metrologists, ISO/IEC 17025 assessors and accreditation bodies, or calibration managers wanting a better understanding of balances and associated uncertainties in organizations where analytical weighing is an integral part of operations. This seminar is limited to12 participants. All participants will receive a USB stick with a comprehensive collection of national and international references and documents.
Learning Objectives:
At the end of this seminar, using your references and notes, you will be able to:
    ⚖ SUMMARIZE the principles and concepts of Measurement Traceability, Measurement Assurance, and Measurement Uncertainty.

Additive manufacturing processes (often referred to as '3D printing') offer a great deal of potential to manufacturers, opening up new possibilities, rapid prototyping, greater product design flexibility and increased product personalisation. CT allows the inspection and measurement of hidden and inaccessible specimen characteristics, which is not possible with other techniques. The Mass Metrology Seminar is a 2 week, "hands-on" seminar. It incorporates approximately 30 percent lectures and 70 percent demonstrations and laboratory work in which the trainee performs measurements by applying procedures and equations discussed in the classroom. The seminar focuses on the comprehension and application of the procedures, the equations, and calculations involved. The seminar includes the operation of the laboratory equipment, review of publications, standards, specifications, and tolerances relevant to the measurements. Training covers mass calibration procedures published in NISTIR 6969 and are suitable for the calibration of mass standards to OIML R111 Class E2 through M3 tolerances, ASTM classes 1 through 7 and NIST HB 105-1 Class F. Training is provided to enable the participant to correctly identify and implement the correct calibration process for each weight classification. The entire seminar incorporates statistical analysis, process measurement control methods, uncertainty analyses and generation of ISO/IEC 17025 compliant calibration certificates for all measurements made during the seminar.

Hands on Gage Calibration Seminar, Aurora, Illinois
The Hands-On Gage Calibration course is a unique, active, educational experience designed specifically for those who plan and perform calibrations of dimensional measuring tools, gages, and instruments. This course is taught at the world-class, Mitutoyo America A2LA accredited calibration laboratory in Aurora, Illinois, by experienced instructors and dimensional metrology experts. The class size is intentionally small(a maximum of 6 students) to ensure personalized and customized instruction to meet the needs of individual students. The course combines modern calibration and quality management ideas with best practices and “how-to” calibration methods for common calibrations. The course is ideal for those operating in ISO/IEC 17025 accredited laboratories or in gage labs supporting manufacturing operations.

The course covers the most common dimensional calibrations but also allows for individual students to cover topics of interest. The full course overview (see above download) lists the possible calibrations and methods that may be taught in this class. Upon enrollment, students will have the opportunity to complete a questionnaire to ensure the customized course meets their specific needs. The goal of the seminar is to bring together experts who share their interest in physics of fundamental constants. During the workshop we will consider the questions of a definition of fundamental constants, relation of these constants with physical laws, and of their minimal set. Together with discussion of basic ideas and theories, emphasis will be also placed on the high-precision experiments aiming determination of the fundamental constants. The impact of this experimental data for metrology applications as well as for our understanding of Nature will be also in the focus of discussions.

World Metrology Day 2018
World Metrology Day is an annual celebration of the signature of the Metre Convention on 20 May 1875 by representatives of seventeen nations. The Convention set the framework for global collaboration in the science of measurement and in its industrial, commercial and societal applications. The original aim of the Metre Convention - the world-wide uniformity of measurement - remains as important today as it was in 1875. The World Metrology Day project is realized jointly by the BIPM and the OIML. 3D Metrology Workshops for Global Casting and Foundry Industry, Dayton, Ohio
GOM has announced that is will be holding 3D metrology workshops for the casting and foundry industry in 2018. The workshops will take place at 42 different locations from January to April 2018. Industrial companies will share their experiences and present examples from their day-to-day practice showing how integrating optical measuring systems into the entire process chain helps them shorten development times, improve production workflows, and thus enhance the company’s profitability. The GOM network will transfers process and metrology knowledge to 29 countries providing insight into the use of optical 3D metrology in the casting and foundry industry. Volume Metrology Seminar, Gaithersburg, Maryland
This 5 day OWM volume metrology seminar is designed to enable metrologists to apply fundamental measurement concepts to volume calibrations. A large percentage of time is spent on hands-on measurements, applying procedures and equations discussed in the classroom. The seminar focuses on the comprehension and application of the procedures, the equations, calculations involved, and the operation of the laboratory equipment, review of publications, standards, specifications, and tolerances relevant to the measurements. Training covers volume calibration procedures published in NISTIR 7383 as well as supplemental procedures from NISTIR 6969. Specific volume transfer procedures include SOP 14, 16, 18, 19, and 21. SOP 14 is a gravimetric volume procedure and builds on the mass procedures SOP 2 and SOP 4 (thus the prerequisite for the Mass Metrology Seminar). This course is suitable for the calibration of volumetric standards for NIST HB 105-2, HB 105-3, HB 105-4, and concepts related to HB 105-7. The entire seminar incorporates statistical analysis, process measurement control methods, uncertainty analyses, traceability assessments, and generation of ISO/IEC 17025 compliant calibration certificates for all measurements made during the seminar and builds on the concepts covered in the Fundamentals of Metrology and Mass seminars.
Learning Objectives:
At the end of this seminar, using Standard Operating Procedures 2, 14, 17, 18, 19, 21, 29 and 30 and Good Measurement Practices 3, 11, and 13, participants will be able to:
  • Accurately CALIBRATE volumetric glassware, field standard test measures and provers, LPG provers;
  • EVALUATE compliance of volumetric standards to NIST Handbook 105-2 and other documentary standards;
  • IMPLEMENT measurement assurance practices to monitor the measurement standards and processes;
  • CALCULATE and REPORT correct measurement results and uncertainties; and
  • PREPARE calibration certificates for volumetric calibrations that are ISO/IEC 17025 compliant.

The 9 day, hands-on mass calibration seminar focuses on the comprehension and application of the advanced mass dissemination procedures, the equations, and associated calculations. It includes the operation of the laboratory equipment, review of documentary references, reference standards, specifications, and tolerances relevant to the measurements. Training covers mass calibration documentation published in NISTIR 6969 , NISTIR 5672, NIST Technical Note 952, and NIST/SEMATECH e-Handbook of Statistical Methods, (11/16/2017). for the calibration of precision mass standards to OIML R111 and ASTM E617 weight classes. This seminar incorporates approximately 50 percent lectures with topic-related discussion and 50 percent laboratory work in which the participant performs measurements by selecting and applying correct procedures, equations, and calculations discussed in the classroom. The participant will evaluate measurement assurance and uncertainty data, complete data analysis using software, and produce a certificate of calibration compliant with ISO/IEC 17025 requirements.

Learning Objectives:
At the end of the Advanced Mass Seminar the participant will:
  • USE critical thinking skills to analyze: measurement requirements and measurement results for traceability, measurement assurance, uncertainty, compliance to related specifications, and reporting of calibration results • both before and during the seminar.
  • IMPLEMENT NISTIR 5672 and appropriate supporting documentation in the seminar exercises and later in your laboratory, and to PERFORM advance mass weighing designs, with supporting evidence of metrological traceability, measurement assurance and uncertainties.
  • CREATE a data set using advanced weighing designs and GENERATE an ISO/IEC 17025 compliant calibration certificate using the data output from the NIST Mass Code or alternative software.

    The European Conference on Environmental Management in Laboratories will take place in Brussels in September 2018 for half a day, and it will be hosted by EUROLAB, the European Federation of National Associations of Measurement, Testing and Analytical Laboratories. In this conference, ECVET-Lab project partners will present the identified best environmental management practices in European labs, the new Qualification Standard of environmental management competence for laboratory technicians, and a free Online Training Course for obtaining this innovative qualification.     The General Conference on Weights and Measures (French: Conférence générale des poids et mesures • CGPM) is the senior of the three Inter-governmental organizations established in 1875 under the terms of the Metre Convention (French: Convention du Mètre) to represent the interests of member states. The treaty, which also set up two further bodies, the International Committee for Weights and Measures (French: Comité international des poids et mesures • CIPM) and the International Bureau of Weights and Measures (French: Bureau international des poids et mesures • BIPM), was drawn up to coordinate international metrology and to coordinate the development of the metric system.

    The conference meets in Sèvres (south-west of Paris) every four to six years. Initially it was only concerned with the kilogram and the metre, but in 1921 the scope of the treaty was extended to accommodate all physical measurements and hence all aspects of the metric system. In 1960 the 11th CGPM approved the Système International d'Unités, usually known as "SI".

    The 26th meeting has been scheduled for 13-16 November 2018. The kilogram, ampere, kelvin, and mole will be redefined at this meeting. It is expected that this meeting will agree the redefinition of the SI. As part of this Conference, BIPM will be organising a number of activities, including a press conference, to mark the occasion and are looking to broadcast the event live.

    World Metrology Day is an annual celebration of the signature of the Metre Convention on 20 May 1875 by representatives of seventeen nations. The Convention set the framework for global collaboration in the science of measurement and in its industrial, commercial and societal applications. The original aim of the Metre Convention - the world-wide uniformity of measurement - remains as important today as it was in 1875. The World Metrology Day project is realized jointly by the BIPM and the OIML.
