NCSL International Board of Directors 2021 Election
On January 1, 2021, in accordance with Article 6 of the NCSLI bylaws, the terms of four Vice Presidents will expire, and will need to be filled. This year you will elect three Vice Presidents that will serve a two year term. The Nominating Committee has selected the slate of individuals listed below on this sample ballot. This slate has been approved by the Board of Directors. The sample ballot includes biographical sketches for each of the nominees.

Additional nominations for the positions of Member may be submitted by write-in petition by August 20th. Each write-in petition requires the signature of ten (10) active NCSLI member delegates, in addition to the requirements of paragraph 6.4 of Article 6. All nominees must meet the requirements of Article 6, paragraph 6.4 of the bylaws, as stated on the nomination petition.
The deadline for receiving nominations is August 20, 2020. 

If you have additional nominations to make, send your signed petition to the NCSLI Business Office and mark it to the attention of the Nominating Committee.

Vice Presidents

Danae Powell

Danae Powell has 33 years of experience in the calibration field and has worked in multiple disciplines. Her background includes the alphabet soup of regulated industries to including DOD, FCC, FDA, cGMP, DOE, and NRC. After nine years as the Lead Metrologist-Quality Manager for a nuclear energy provider operating a commercial calibration laboratory in the Pacific Northwest, she moved back into the private sector joining Grand Rapids Metrology in the same role. She is currently serving as the 153 Utilities Committee Chair under the NCSLI Industrial Programs and is active in multiple working groups.

Jim “Smitty” Smith 

Jim (Smitty) Smith is a 31 year Metrology, Asset Management & Test professional working for Boeing’s BT&E (Boeing Test & Evaluation) in Southern CA. Starting in rural Illinois, Smitty joined the US Navy leading to a career in Metrology/Calibration spending four years as a Navy “Instrumentman” calibrating a wide variety of Physical, Mechanical & Dimensional instruments in support of Fleet activities. Recruited by McDonnell Douglas Space, he applied his calibration training and experience to the Aerospace industry with MDC & Boeing. Since 1988 Smitty has worked as a Calibration specialist, Instrument Standards Technician, Equipment Management Analyst, Trainer, Quality Engineer, Project Lead, Test Engineer/Scientist and Asset Manager. Currently the 140 Laboratory Operations VP, his career with NCSLI has taken him from Orange County Coordinator in 2000 to Publicity Chair to Membership Chair, The 155 Committee “TEAM” (Test Equipment, Asset Management), Southwest Region Coordinator, Western U.S. VP position to current Lab Ops VP. Smitty is married to Jennifer Smith, whom he served with in the Navy and is a Sr. Management professional for Southern California Edison, they have three children: Darren, Cody and Jessica and reside in Southern CA. Mr. Smith has a B.A. in Business Administration from the University of LaVerne, is an ASQ CCT and a practitioner of “Life Long Learning” and training.


Mark Lapinskes

Mark spent over 20 years in the US Army TMDE (Metrology) field. His jobs ranged from Calibration Technician to Team Chief then finally to Instructor Supervisor in the Calibration School at Keesler AFB, MS. He went with the Army’s move to relocate the school to Redstone Arsenal, AL where he later retired. After a brief tenure with Yulista at the Army Primary Standards Lab at Redstone, he took the position of National Technical Training and Support Manager with Sypris Test & Measurement. In this role, Mark has worked on interactive training, training databases and curricula, quality assurance, applications engineering, uncertainty analysis, and setting up new capabilities in the Sypris Primary Standards Lab and throughout their national network. After the acquisition of Sypris in 2009, he presently continues in this role with Tektronix Inc., and also manages their Flexible Staffing Team. Mark has been involved with NCSLI since 2003 when he took over as the 164 Education Systems Liaison. He became chair of 162 Financial Resources Committee under Learning and Development and also became SE US Division VP, both in 2008. In 2010 he served as VP of Learning and Development. In 2011 he returned to the SE US Division VP position. He holds degrees both in Electronic Systems Technology and as an Instructor of Electronics and Technology.
