Abstract:

Training in metrology is aimed at passing over knowledge and techniques to recipients in order to improve on measurements as a way of improving businesses. To achieve this objective, the training programs aim at meeting certain requirements and situations of the target recipients. The factors may include size of market/target clients, level of education, technological development, availability of resource persons, levels of income, perceived relevancy of the training, availability of funding, training aids, segmentation of market/niche, cost implications; need to reduce on costs (centralised/outreach/tailored training).
This paper therefore contains discussion of strategic issues that take centre of a design of any training program. Reflection of NCSL International (NCSLI) outreach training and education programs is aimed at simplifying the pertinent issues in designing a successful training program. Other reflections include references to developing and underdeveloped countries like Uganda.
