Abstract: There is a lot of confusion in the marketplace about the appropriate use of accreditation, registration and product certification to determine the acceptability of products and measurement results. Questions also arise about the qualifications of the laboratories and manufacturers that provide these products and measurement results and the qualification of the accreditation and certification agencies that attest to their acceptability to provide to the market. For example, who accredits the laboratories in the United States and who “accredits” the accreditors? At first glance it may not appear to be very transparent and can looks more like alphabet soup

This paper will explain the conformity assessment and accreditation hierarchy, at both the international and national levels and explain how accreditation bodies receive international recognition and use the mutual recognition arrangements to the benefit of the accredited laboratories and manufacturers. This paper will also discuss the documentary standards that are applicable to each type of conformity assessment and accreditation activity.
