Abstract: The 2007 NIST-led USMS Assessment identified 723 unmet measurement needs that are significant barriers to technological innovation, many in high-impact, priority areas. Yet we know that these measurements and standards issues represent only a portion of the total body of unmet measurement needs. To address on-going USMS needs, NIST has established a permanent USMS Office to continue and expand upon the work described in the original report. The resolution of the highest priority critical measurement solutions will require the involvement of the entire USMS, including NIST core laboratory programs, other measurement solution providers/users, and customers/stakeholders. This session will explore the development and application of tools to provide more timely, effective and relevant measurement solutions that enable competitive products in the marketplace. Several USMS Office developments will be explored:
• a Measurement Knowledge Hub that provides accessibility to measurement needs, solutions, and other knowledge;
• enhanced methodologies to enable the assessment of the USMS; and
• a Measurement Needs Toolkit to facilitate action on the part of both measurement solution providers and users.

Presentations
Accessing the USMS: Infrastructure for Measurement Knowledge (Clare Allocca)
In order to facilitate the involvement of all USMS partners, the USMS Office has been developing and implementing infrastructure to enable Measurement Solution providers and users to access measurement knowledge. Central to this purpose is the recently unveiled Measurement Knowledge Hub at usms.nist.gov, with unique tools/characteristics that provide access to measurement information and position the entire USMS for success. The Hub will serve as a meeting place for measurement solution providers and users, and contains a continually evolving Measurement Needs Database which will serve as the foundation for later analyses. Key Hub features include individual discussion corners for specific interests, with opportunities to discuss sets of measurement needs; a Technology Roadmaps database; tools for tailoring analyses of measurement needs; and links to important events and resources. The use of these features for a better understanding of the USMS will be described.

Assessing the USMS: Observations on the State of the USMS (Clare Allocca)
In addition to providing measurement information resources, NIST is also developing and implementing methodologies to use this information to assess the USMS. NIST is currently conducting several analyses in focus areas including Nanotechnology Environmental, Health and Safety. These enhanced methodologies will be presented, and preliminary observations of findings in these areas will be described.

Core Metrology: The Foundation for Innovation (Belinda Collins)
The initial USMS assessment addressed both measurement needs associated with future technological innovation and those associated with current technology. This presentation will address what NIST has learned about core metrology based on SI-related measurement needs. NIST will describe its current programs for addressing core metrology and collecting new measurement needs for core metrology. NIST will also address on-going activities with NCSLI to address measurement requirements. NIST will provide guidance on using the measurement need process to collect data on core metrology needs, particularly as they support innovation and competitiveness.

Taking Action to Implement a more Efficient and Effective USMS (Clare Allocca)
This presentation will address mechanisms for active participation that may be taken by all Measurement Solution Providers and Users. NIST has released a USMS Measurement Needs Toolkit to help our partners identify measurement needs and solutions. This toolkit is intended to assist Measurement Solution Providers and Users in strategic decision making as well as development of critical measurement solutions. The use of the toolkit will be presented here in an interactive mini-workshop. This is a great opportunity to initiate or reinvigorate your active participation in the USMS.
