Abstract: Free and equitable global commerce demands that the infrastructure used to evaluate the quality of products and services is equivalent and accepted worldwide. In response to this need, the International Committee for Weights and Measures (CIPM), 71 national metrology institutes (NMIs) and 2 international organizations currently participate in a Mutual Recognition Arrangement (CIPM MRA) for national measurement standards and for calibration and measurement certificates issued by NMIs. This arrangement provides the foundation for the reduction of Technical Barriers to Trade which derive from metrology and covers the metrological activities of nearly 200 metrology institutes worldwide.

One of the remaining challenges is to extend the benefits of the CIPM MRA to those economies in development who wish to improve their participation in the global market. The CIPM is supporting a number of activities aimed at bringing these benefits to all economies in the world, beginning with a series of workshops designed to introduce the necessary tools and knowledge among several developing economies that are at or near the point of participation in this technical Arrangement. This mentoring includes sharing of current international best practices, lessons learned in the preparation and review of a quality management system, and guidance in the preparation, submission and review of calibration and measurement capabilities for eventual publication on the Key Comparison Database. In addition, we shall discuss other activities currently planned or being conducted by the BIPM, JCRB, RMOs, NMIs and other international organizations aimed at improving the quality of national metrology programs in the developing world.
