ANSI Announces Dates for World Standards Week 2017
Standards and Conformance Community’s Major Annual Event to be held October 16-20. Save the Date: The American National Standards Institute (ANSI) has announced dates for World Standards Week (WSW) 2017, which will be held October 16-20 in Washington, DC. WSW is an ANSI-hosted annual event designed to inspire open dialogue about developments and challenges related to standardization and conformity assessment, highlighted in multiple keynote speaker sessions and conferences.

The series of events unites hundreds departmental and agency officials, industry leaders, consumer advocates, academics, and standardization executives from across the globe. Each year, and through WSW, ANSI commits to promoting open exchange among various types of standard-setting and conformity assessment/compliance organizations who are working in close partnership with government and industry in nearly every sector and product line.

ANSI’s Leadership and Awards ceremony is scheduled for Wednesday, October 18, 2017. The ceremony recognizes the dedication, and vision of individuals who contribute to and participate in the U.S. and global voluntary standards-setting and conformity assessment activities [see 2016 winners here].

The U.S. Celebration of World Standards Day (WSD), an event intended to raise awareness of the importance of global standardization to the world economy and to promote its role in helping meet the needs of business, industry, government, and consumers worldwide, will be held on Thursday, October 19. WSD is a joint effort between the private and public sector. ANSI and the National Institute of Standards and Technology (NIST) are co-chairs of the U.S. Celebration of WSD Committee; the Association for the Advancement of Medical Instrumentation (AAMI) will serve as Administrating Organization for the 2017 event. The objective of this ESA sponsored workshop is to bring together the worlds expertise in Earth surface (Land, Water, Ice) temperature measurements under the auspices of Committee on Earth Observation Satellites (CEOS) to review the current state of the art in measurement accuracy for satellite validation. The workshop will consider the outputs and results from the recent CEOS comparison of fiducial reference measurements/instruments and will look to conclude with the development of an internationally coordinated strategy to ensure that the global reference measurement infrastructure is adequate to meet the future needs and aspirations of all users.

ISO/IEC 17025 for Cannabis Testing Laboratories, Frederick, Maryland
In the interest of public health and safety, many states are raising the bar for cannabis testing laboratories by requiring those laboratories to be ISO/IEC 17025 accredited. This course will provide an introduction to ISO/IEC 17025 and its requirements for demonstrating technical competence of cannabis-testing laboratories. The International System of Units (SI) is the present form of the metric system formally adopted by the 11th Conférence Générale des Poids et Mesures (CGPM), in 1960. It is used globally in more than 100 countries. Provided the experimental data on the seven constants are satisfactory, the 26th CGPM in 2018 is expected to accept a resolution to revise the SI.

The possible revision of the SI is an extraordinary opportunity to communicate the importance of metrology and the future SI. This task is similar for many NMIs and DIs in Europe. U.S. Celebration of World Standards Day 2017 (Exhibition, Reception and Dinner), Washington, DC

The seminar focuses on the comprehension and application of the procedures, the equations, and calculations involved. The seminar includes the operation of the laboratory equipment, review of publications, standards, specifications, and tolerances relevant to the measurements. Training covers mass calibration procedures published in NISTIR 6969 and are suitable for the calibration of mass standards to OIML R111 Class E2 through M3 tolerances, ASTM classes 1 through 7 and NIST HB 105-1 Class F. Training is provided to enable the participant to correctly identify and implement the correct calibration process for each weight classification. The entire seminar incorporates statistical analysis, process measurement control methods, uncertainty analyses and generation of ISO/IEC 17025 compliant calibration certificates for all measurements made during the seminar.

At the end of this seminar, using Standard Operating Procedures 2, 4, 5, 7, 8, 29, 30 and 34, and Good Measurement Practices 10, 11, 12, and 13, participants will be able to:

Special Interest Group Meeting: Micro/Nano Manufacturing, University of Strathclyde, Glasgow, Scotland
Micro- and nano-scale manufacturing has been the subject of research and industrial focus over the past 20 years. Traditional lithography-based technology forms the basis of micro-electro-mechanical systems (MEMS) manufacturing, but also precision manufacturing technologies have been developed to cover micro-scale dimensions and accuracies.

These fundamentally different technologies are currently combined in order to exploit strengths of both platforms. One example is the use of lithography-based technologies to establish nanostructures that are subsequently transferred to 3D geometries via injection moulding. Manufacturing processes at the micro-scale are the key-enabling technologies to bridge the gap between the nano- and the macro-worlds to increase the accuracy of micro/nano-precision production technologies, and to integrate different dimensional scales in mass-manufacturing processes.

Accordingly, the Special Interest Group Workshop on Micro/Nano Manufacturing will focus on novel methodological developments in micro- and nano-scale manufacturing, i.e., on novel process chains including process optimization, quality assurance approaches and metrology. Download Event Flyer

The properties of semi-crystalline polymers are significantly influenced by the crystalline structure, which depends on the chemical structure, additives and process conditions.

Initially, the theory of crystallization will be presented. Afterwards, crystallization examples investigated by DSC and Flash DSC will be shown. It will be demonstrated that the heating and cooling rates have a big influence on the reorganization and crystallization of polymers.

Balance and Scale Calibration and Uncertainties, plus User Uncertainties, Gaithersburg, Maryland
This NIST Seminar will cover the calibration and use of analytical weighing instruments (balances and laboratory/bench-top scales), including sources of weighing errors in analytical environments, methodologies for quantifying the errors, and computation of balance calibration uncertainty and global (user) uncertainty. Attention will be given to error sources, selection of reference standards, and various calibration procedures used in the weighing industry. Approximately 50 percent of the time will be spent doing hands-on exercises, calibrating a variety of balances, accumulating data, and developing uncertainty budgets. The focus will then move to the use of balances in an analytical environment and regulatory environment where compliance with pharmaceutical (FDA/ USP) and international requirements will be discussed and practiced. Methodologies for process measurement assurance techniques in analytical weighing will also be covered. Participants will leave with a working skill-set of balance calibration methods, uncertainty estimation, measurement assurance concepts & minimum sample quantity computations that can be applied directly to their calibration and/or use of weighing instruments. This NIST Seminar is designed for beginner to advanced users of balances, metrologists, ISO/IEC 17025 assessors and accreditation bodies, or calibration managers wanting a better understanding of balances and associated uncertainties in organizations where analytical weighing is an integral part of operations. This seminar is limited to12 participants. All participants will receive a USB stick with a comprehensive collection of national and international references and documents.
Learning Objectives:
At the end of this seminar, using your references and notes, you will be able to:
  • SUMMARIZE the principles and concepts of Measurement Traceability, Measurement Assurance, and Measurement Uncertainty.
  • EXPLAIN the interrelationships between traceability, measurement assurance, and measurement uncertainty.
  • SELECT the appropriate reference standards for the calibration of weighing instruments.
  • SELECT the appropriate international or national method/procedure for the calibration and/or use of weighing instruments in the ISO/IEC 17025 or regulatory environment.

    Volume Metrology Seminar, Gaithersburg, Maryland
    This 5 day OWM volume metrology seminar is designed to enable metrologists to apply fundamental measurement concepts to volume calibrations. A large percentage of time is spent on hands-on measurements, applying procedures and equations discussed in the classroom. The seminar focuses on the comprehension and application of the procedures, the equations, calculations involved, and the operation of the laboratory equipment, review of publications, standards, specifications, and tolerances relevant to the measurements. Training covers volume calibration procedures published in NISTIR 7383 as well as supplemental procedures from NISTIR 6969. Specific volume transfer procedures include SOP 14, 16, 18, 19, and 21. SOP 14 is a gravimetric volume procedure and builds on the mass procedures SOP 2 and SOP 4 (thus the prerequisite for the Mass Metrology Seminar). This course is suitable for the calibration of volumetric standards for NIST HB 105-2, HB 105-3, HB 105-4, and concepts related to HB 105-7. The entire seminar incorporates statistical analysis, process measurement control methods, uncertainty analyses, traceability assessments, and generation of ISO/IEC 17025 compliant calibration certificates for all measurements made during the seminar and builds on the concepts covered in the Fundamentals of Metrology and Mass seminars.
    Learning Objectives:
    At the end of this seminar, using Standard Operating Procedures 2, 14, 17, 18, 19, 21, 29 and 30 and Good Measurement Practices 3, 11, and 13, participants will be able to:
    • Accurately CALIBRATE volumetric glassware, field standard test measures and provers, LPG provers;
    • EVALUATE compliance of volumetric standards to NIST Handbook 105-2 and other documentary standards;
    • IMPLEMENT measurement assurance practices to monitor the measurement standards and processes;
    • CALCULATE and REPORT correct measurement results and uncertainties; and
    • PREPARE calibration certificates for volumetric calibrations that are ISO/IEC 17025 compliant.

    The General Conference on Weights and Measures (French: Conférence générale des poids et mesures • CGPM) is the senior of the three Inter-governmental organizations established in 1875 under the terms of the Metre Convention (French: Convention du Mètre) to represent the interests of member states. The treaty, which also set up two further bodies, the International Committee for Weights and Measures (French: Comité international des poids et mesures • CIPM) and the International Bureau of Weights and Measures (French: Bureau international des poids et mesures • BIPM), was drawn up to coordinate international metrology and to coordinate the development of the metric system.

    The conference meets in Sèvres (south-west of Paris) every four to six years. Initially it was only concerned with the kilogram and the metre, but in 1921 the scope of the treaty was extended to accommodate all physical measurements and hence all aspects of the metric system. In 1960 the 11th CGPM approved the Système International d'Unités, usually known as "SI".

    The 26th meeting has been scheduled for 13-16 November 2018. The kilogram, ampere, kelvin, and mole will be redefined at this meeting. It is expected that this meeting will agree the redefinition of the SI. As part of this Conference, BIPM will be organising a number of activities, including a press conference, to mark the occasion and are looking to broadcast the event live.

    World Metrology Day is an annual celebration of the signature of the Metre Convention on 20 May 1875 by representatives of seventeen nations. The Convention set the framework for global collaboration in the science of measurement and in its industrial, commercial and societal applications. The original aim of the Metre Convention - the world-wide uniformity of measurement - remains as important today as it was in 1875. The World Metrology Day project is realized jointly by the BIPM and the OIML.
