Butler Community College initiated a Metrology Program with a $10,000 contribution from NCSL.
9th US Region established.

NCSL Board votes to take an advocacy position in support of NBS.

Appeared before Department of Commerce hearing on improving US participation in international standards activities.
Dues increased from $125 to $175.
Total Quality Management Committee on Calibration Systems established.
NCSL Metrology Job Exchange established on Electronic Bulletin Board, with initial utilization by Metrologists leaving military service.
Annual Conference held in Washington, D.C.
1991
Documentation on international compatibility of NIST standards initiated.
NCSL celebrate its 30th Anniversary.
First NCSL President from outside the US; Graham Cameron, Canada.
Canada established as Region 12 and the concept of Area Coordinator approved.
NCSL formally requested that NIST establish a national Calibration Laboratory Accreditation program.
Annual Conference moves away from NIST.
The Albuquerque New Mexico event drew record attendance of 740.
The revised "Calibration Laboratory Manager's Guidebook" published.
The first Recommended Intrinsic and Derived Standards Practice, RISP-1, Array Josephson Junction, published.

Georgia Harris, NIST, becomes first woman on the NCSL Board of Directors.
RP-7, Laboratory Design, revised edition published.
RP-12, Determining and Reporting Measurement Uncertainties, approved for publication.
"Metrology Glossary" approved for publication.
"NCSL Acronym List" compiled and published.
Bylaw changes approved.
The Institute for National Measurement Standards of the National Research Council of Canada (NRC-INMS) appoints Roy VanKoughnett a representative to the NCSL BoD as NRC National Standards Laboratory Representative for Canada.
First annual NCSL/NRC-INMS management meeting held in Ottawa, Canada.
Annual NCSL Conference held in Albuquerque NM.
1994
The "Calibration Laboratory Managers Guidebook" was translated into Japanese and Hindi.
Peter Heydemann succeeds Joe Simmons as NIST Representative.
The International Area of India was established as Region 13.
The ANSI/NCSL Z540-1, Calibration laboratories and Measuring and Test Equipment Standard received final ANSI approval.
The Annual Conference held in Chicago, Illinois:
record attendance of 1,003 people.
RP-12, Determining and Reporting Measurement Uncertainties, was published.
The NCSL Glossary of Metrology Related Terms was published.
A Dues increase was approved for 1995 from $175 to $225.
Henry Sostmann was named winner of the 1994 Wildhack Award.
The revised RISP-1, Josephson Voltage Standard, was published.
Section, Region and Area Coordinator's Guidebook was published.
1995
The DoD cancelled Mil Std 45662A on February 27, 1995, and adopted ANSI/NCSL Z540-1-1994 as a replacement. The Z540-1 was widely accepted, as indicated by more than 6,000 copies being sold the first year.
The Annual Conference held in Dallas, Texas:
total record attendance of 1,052.
Mike Suraci was named winner of the 1995 Wildhack Award.
NCSL agreed to participate with ASQC/MQD in establishing a scholarship memorial fund in memory of Joe Simmons, who passed away this year.
NCSL encouraged its Membership and other interested parties to write to their Congressmen regarding the HR-1456 bill restructuring the DOC.
Project "Vision 2000", identifying future goals of NCSL, was completed and its key results incorporated into the 1996-2000 NCSL Long-Range Planning document.

1996
NCSL celebrates its 35th Anniversary.
35th Anniversary Newsletter Supplement published.
Gary Hysert succeeds Roy VanKoughnett as NRC Representative.
The Annual Conference held in Monterey, California had a total record attendance of 1,206.
Founding NCSL President, Curt Biggs, attends Conference.
Gary Davidson was named winner of the 1996 Wildhack Award.
NCSL revised publications:
RP-1, Establishment and Adjustment of Calibration Intervals.
RP-13, Computer Systems in Metrology, was published.
RP-2 was withdrawn because the subject matter is fully covered by ANSI/NCSL Z540-1-1994 and the Handbook for the Interpretation and Application of ANSI/NCSL Z540-1-1994.
NCSL’s second ANSI standard, U.S. Guide to the Expression of Uncertainty in Measurement (ANSI/NCSL Z540-2-199X), was submitted to ANSI for review and public comment.
NCSL published “Handbook for the Interpretation and Application of ANSI/NCSL Z540-1-1994”.
NCSL went “on-line” with our own web page.
1997
The Biennial United States National Measurement Requirements Committee Report was published and delivered to NIST.
The Annual Conference was held in Atlanta, Georgia new record attendance of 1,235, with representatives from 37 countries.
Bob Weber was named winner of the 1997 Wildhack Award.
NCSL revised publications RISP-3 Quantized Hall Resistance was Published.
ANSI/NCSL Z540-2-1997, “U.S. Guide to the Expression of Uncertainty in Measurement,” was published.
Wilbur Anson retired as NCSL Business Manager after eight years of service to NCSL and its Membership.
1998
Board of Directors assignments re-aligned, VP for Standards Policy established.
NCSL revised publications:
RISP-4: “Deadweight Pressure Gauges” was published.
RP-6 was revised and approved for publication.
The “Guide to Standards Laboratory Environments” was approved for publication.
Board approves the invitation to Mexico to have a permanent, non-voting, member from CENAM on the NCSL Board of Directors.
Mr. Ray Kammer, NIST Director delivered the Key Note Address at the Annual Conference in Albuquerque, New Mexico.
The proceedings of the Conference were published on CD ROM.
Klaus Jaeger was named winner of the 1998 Wildhack Award.
Members of the Board met with NIST management in Gaithersburg, MD and Boulder, CO to discuss issues related to accreditation of Metrology laboratories.
An “Encyclopedia of Metrology”- Seven Years of NCSL Conference Proceedings published on CD ROM.
NCSL web page ncsl-hq.org maintenance moved to the Boulder office.
Boulder Office services expanded to better serve the needs of the organization.
An NCSL Workshop was held in Egypt in November.

Committees for Automotive Metrology and Chemical Metrology were established.
CENAM, Mexico appoints Dr. Salvador Echeverria-Villagomez as CENAM representative to the Board of Directors.
Dr. Karen Brown, NIST Deputy Director delivered a luncheon address at the Annual Conference in Charlotte, North Carolina.
Boulder office was rearranged and modernized.
Norm Belecki was named winner of the 1999 Wildhack Award.
Members of the Executive Committee met with NIST management in Gaithersburg.
Craig Gulka was selected as the new NCSL Business Manager.
NCSL revised publications:
Catalog of Intrinsic and Derived Standards was published.
Guide for Interlaboratory Comparisons (RP-15) was published.
Guide to Selecting Standards Laboratory Environment (RP-14) was published.
Acronym List was published.
Calibration and Control Systems for the Biomedical and Pharmaceutical Industry (RP-6) was published.
NCSL’s 1st President Curtis Biggs passes away.
Dues increase was approved for year 2000 from $225 to $325 with reduction to $300 for early bird registration. New Member Dues for first year were raised to $400.
Dr. Richard H.F. Jackson succeeds Dr. Peter Heydemann as NIST representative to the Board of Directors.
NIST Laboratory Directors presented overviews of their laboratories at the Board meetings: Dr. Katharine Gebbie for the NIST Physics Laboratories;
Dr. Hratch Semerjian for the NIST Chemistry Laboratories;
Dr. Richard H.F. Jackson for the NIST Manufacturing and Engineering Laboratories.
Annual NCSL Conference held in Charlotte, North Carolina. Attendance 1,123.
